Locked into Perpetual "Restart to Complete a Previous Upgrade" Mode

Ok. Im not sure when, But Thunderbird had an update a few days ago. I ignored it. Then Windows just did an update today. Now my Thunderbird Icon is switched to SetUp Icon and I can not enter my email program.

When I click on the Icon, it says this..

"Your computer must be restarted to complete a previous upgrade to Thunderbird. Do you want to restart now? "

So I click Yes...and it restarts...but nothing happens. the program isnt upgraded. and when i click on the Icon I get the prior message... "your computer must be restarted".....

I have alot of emails and addresses saved, so I dont want to lose everything and do a fresh un install and reinstall.

Any suggestions? Please help. I have business emails I need to send out soon today!
