I have not been able to convert from Eudora to Thunderbird. I've read several posts that say that the last version of Thunderbird that had native import from Eudora was version 17. Any idea how I can find an install for 17?

Well, it can be done with current version as I did it fewer than three months ago, but since I don't have a copy of Eudora with me, I cannot give details. However, you can download Eudora 8 (which was an attempt to create a special TB version for Eudora. There are several places to download it, and I believe that should do what you want, and you could then migrate the converted files to a current version of TB.

Well you're pretty darn lucky then because this site is filled with folks who have found transferring from Eudora to TB to be a fraught and less than fruitful experience. Not to mention incredibly time consuming.

When I used importexport half my messages had all the header info but the body of the message was empty and messages marked with the paperclip had no attachments.

In TB, if I go to Tools ---> Import and select "Import Everything" I get a dialog box that says

Import Settings and Mail Folders No application to import data from found

If I go to Tools ---> Import and select "Mail" I get a dialog box that says Please select the type of file you would like to import: Becky!Internet Mail Outlook Sea Monkey

Years ago (way back in the days Windows XP) I purchased a utility from an outfit called Transend, and it worked perfectly - doing a transfer to Outlook formt. So I fired up my old Parallels VM of Win XP and tried it but apparently my license had expired. However, the company is still in business (https://transend.com/) and they list Eudora as a program they'll migrate from. This may be the easiest solution as I'm just trying to get this done though they don't list TB as a program they'll migrate the data to.

So my next question is, if I go this route, what's the best option for a target? Outlook? And if so, do I have to have my data imported into Outlook or will TB just find the imported file?

Get Eudora 8. It was designed for that, according to the literature.

I'll give it a whirl, thanks.
