Thunderbird template not attaching JPg file during opening of saved template

My template function in Thunderbird has stopped working properly. All of my templates have stopped adding the attached and stored jpg file. I can add it manually and send no problem. But when I open the stored template- the jpg attachment that was attached and saved with the template is gone. This ONLY happens with Jpg files. PDF, xls, etc are fine. I have tried creating a new template but the new one doesn't work either. The paperclip still shows - but no attachment is there when I open, so I guesss it is getting removed somehow during the opening process. I get the message that there is no attachment since I refer to the attachment in the email. I have tried a new profile, I have tried reinstalling a new and old version of thunderbird but nothing works. The only thing that works is reinstalling an old windows backup from two weeks ago (before the issue occurred)... but then it happens again in a a couple of hundred uses of the template ( I use templates a couple of hundred times in a few days). I don't want to keep reinstalling windows.
