Is it possible to set up a group of recipients for an email.

Yes, they are called Mailing Lists in Thunderbird.
In the Address Book, open the address book in which you want to work (you can't use "All Addresses"), then File|New|Mailing List.
You can type into the editor (it will auto-complete with suggestions) or you can close the new List and just drag-and-drop Contacts onto its icon.
Note that you can only add Contacts from the same address book (e.g Personal Address Book) that holds the Mailing List. You can't simply add Contacts from other address books. (Well, you can add them, but it will also add them to the host address book, leading to unwelcome duplication.)
