(You'll need to be on the latest version of Firefox to submit feedback). Your feedback gets collected at http://input.mozilla.org/, where a team of people read it and gather data about the most common issues.

Mozilla is only making Firefox for desktop on Windows, Mac OSX, Linux and mobile Firefox for Android 2.2+ (on ARMv7/v6 and now Intel Atom) and the Firefox OS. In fact they were doing mobile Firefox development on Windows mobile before starting on Android.

They have not have any development on Windows mobile builds for a good while now as they could not make it for Windows Phone 7 then.
