Toggling the browser.tabs.onTop pref on the about:config page is the only way to move the Tab bar to a position below the other toolbars.
Firefox uses the about: protocol to access internal Firefox files and there are a lot more of them (try about:robots :) ).

If you only change that single pref then you shouldn't worry.
Firefox doesn't come with a warranty anyway and the warning is only meant that you should change prefs too lightly as some can have serious impact or make content disappear.

Current Firefox versions only show the "Tabs on Top" menu entry in the "View > Toolbars" menu and in context menus if the tabs aren't in the default position on top.

If the tabs are on top and the menu entry isn't available and you want to move the tabs below the navigation toolbar then you need to flip the browser.tabs.onTop pref to false on the about:config page.

Is using ".config" the only option for fixing it or are there alternatives?

Since I am not computer savvy, I have been told NEVER to use ".config" because it can mess up my computer.

The tab bar is no longer on top! I was surprised how simple it was to do.

there is two other ways to put the darn tabs where you want them.... 1. backup and restore to an earlier version and the old version will still be there and the shut off updates... 2. change to Explorer, if Firefox doesn't here it's user's...
