For some reason I can only upload one image here so here is the issue. I have the about:config also set just fine.

There should be such a file. It's possible you looked in the wrong folder.

C:\Users\<UserName>\AppData\Roaming\Mozilla\Firefox\Profiles not C:\Users\<UserName>\AppData\Local\Mozilla\Firefox\Profiles\

more options

You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.

There is no such file!

Can you attach a screenshot of the folder content that shows if you click Open Folder in List (detail) format ?

more options

Could it be the file is hidden or write-protected? DOS command: attrib -r -h *.* or Open your file explorer. Select that directory. At the top menu, select View. Turn on Hidden Items.
