Latest build of FF hangs up every few minutes for about 10-15 seconds (Windows 10)

This problem started after the update to 48.0.2.

Basically, FF will hang every 5 or so minutes of browsing for a length of 10-15 seconds. The browser becomes completely unresponsive during this time and the title bar displays "not responding". There is no pattern to the behaviour. It can hang at any time, even just browsing a basic HTML text site.

The same thing happens in safe mode so it is not an add-on issue.

I am on the latest version of Windows 10.

Both Chrome and Edge work without any problems.

So I rolled back to version 47 and I haven't had any issues.

Unfortunately, the beta for version 49 has the same issue as version 48, so it doesn't look like the problem has been addressed. :(

Is there any way I can submit an error report? I know that the browser usually needs to crash in order to get that option (and mine doesn't crash, it just hangs for a short period).
