For as to why no SeaMonkey packages from Ubuntu.
- Bug #987713 Please remove seamonkey source and binaries from precise
- Bug #1197635 (needs-packaging) There aren't SeaMonkey for newer Ubuntu on official Ubuntu repository
Otherwise you do not need to use packaged builds of SeaMonkey in order to use it.
If it is 64-bit Linux builds then see http://ftp.mozilla.org/pub/mozilla.org/seamonkey/releases/2.26.1/contrib/
Though there has been issues with having more bleeding edge builds of SeaMonkey for Linux due to platform changes requiring newer system libraries. http://forums.mozillazine.org/viewtopic.php?f=6&t=2837375

Hi Ian, If the version is built by your Distro contact them.
Where do you get the beta from ?
Note
- Your User Agent string is detected by forum software and is showing as
Mozilla/5.0 (X11; Linux x86_64; rv:30.0) Gecko/20100101 Firefox/30.0 - The string appears to relate to Mozilla builds from the Mozilla channel
http://www.mozilla.org/en-US/firefox/channel/#beta/beta-desktop - The Mozilla nightly channel with daily builds is
http://nightly.mozilla.org/ - Note for instance Ubuntu ppa for Mozilla builds
Aurora: https://launchpad.net/~ubuntu-mozilla-daily/+archive/firefox-aurora
Nightly: https://launchpad.net/~ubuntu-mozilla-daily/+archive/ppa
By the time I received one reply, I had already solved the issue. But a repository for seamonkey will be appreciated.
From where did I get what beta? I am using Firefox 30.0
I took it you may be using Firefox beta also already from your comment

Ian,
Technically speaking, SeaMonkey isn't an official Mozilla project. It is a "community build" which has far more access to Mozilla resources than any other community build, including use of the FTP servers. http://ftp.mozilla.org/pub/mozilla.org/
