Windows XP doesn't have support for Japanese and other languages installed by default.

  1. Click the Start button and choose Control Panel.
  2. Click the Date, Time, Language and Regional Options icon.
  3. Click the Regional and Language Options icon.
  4. Click the Languages tab.
  5. Under Supplemental Language Support, make sure both "Install files…" options are checked.
