You will have to download and install the full Firefox version as you have skipped updates, so you can't use a smaller minor update.
It is not a good idea to skip updates when you are on dial-up.

You can see that only these version have a smaller update (about 14-17 MB) and that the full update is lager than the full Firefox 28 version (29 versus 24 MB):

Dial-up with Windows 8, ouch that sucks. Maybe you can go to a location that has a more reliable internet connection so you can install other updates I'm sure you need (Windows 8.1 in particular).

You can try to get around the dial-up issue by downloading the complete Firefox installer, www.getfirefox.com. Download and install that and all your bookmarks and data will be saved.

Maybe you can download and save the full Firefox installer to an USB stick with a friend or other location that has a faster connection.

You can also try an external download manager to be able to resume the download if that isn't possible with Firefox.
An external Download Manager offers better support for resuming interrupted downloads than the built-in Firefox Downloads Manager.
