how do I set the default attachment upload folder? (Thunderbird ver 60.5.0)

The "answer" on this page is incorrect: https://support.mozilla.org/en-US/kb/configuration-options-attachments

The settings tab that sends you to only lets you set up cloud sharing, but not change the default folder to get an attachment from when getting a file to attach to an outgoing email. Also, the unchangeable default is set to the thunderbird program folder, which seems like an odd choice.

I'm not sure there's a way to define a default folder for attaching files - TB opens the previously opened folder when you click the Attach icon. But it's possible to define 'favourite folders' with the AttachExtraTools add-on.
