Links in emails show as active, but when I click on it, it will refresh the current page but will not open a tab or display the new url. With a right click it will open a tab with the address listed but will not display content. I tried Safe Mode and uninstalled and reinstalled Firefox. No change

It's possible the link itself is bad. Right click and select Copy Link, and post it below. Also copy the sentence the link was on and post as well.

I tried the link in IE11 and Chrome and it worked just fine. After I posted my question and while Firefox was open from the previous attempts it abruptly started to work. It now opens a new tab and loads the URL I didn't do anything to affect the change and the original problem has been there for weeks. So under the circumstances I don't appear to have a problem now and I will consider it closed

The meaning of the value of the browser.link.open_newwindow.override.external is the same as of browser.link.open_newwindow

To specify the behavior for links opened via JavaScript window.open() this pref is used:
