outlook express 6 using Vista to Thunderbird using 8.1.

You install Thunderbird on vista and migrate then move Thunderbird. see https://support.mozilla.org/en-US/kb/Moving-Thunderbird-Data-to-a-New-Computer.

However outlook express 6 does not run on Vista, so please be sure what your asking.
