Chosen solution

File-Edit-View is on the menu bar. The alt key or F10 reveals hidden menu bars. When you the the menu bar displayed go to View-Toolbars and turn your toolbars back on.

F10 has revealed hidden menu bars in most applications since the beginning of Windows.

All I want is to restore my text editing toolbar to display bold, colour, font, etc. None of the options I have read shows me how to do this.

That is the Format toolbar. It is also listed under View-Toolbars if you are composing in HTML. If you are composing in Plain Text there is no reason for a format toolbar so the option is not there.
