I will enable the BLOCK REPORTED WEB FORGERIES in the control panel, however if close and then open Firefox it will be disabled.

What are you using for a security suite?
Maybe that application has its own Web Forgery protection and It is disabling that feature in Firefox?

At the moment I use Norton 360. I have Norton on other machines and it does not turn off the Block Attack Sites nor Block Reported Web Forgeries. My first thought is that I have been breached and Malicious Code is the culprit.
