have tried everything to restore bookmarks but message says there is a conflict with another program using the file

I have tried everything to get the Bookmarks to function but with zero success. nothing works a message came up that the bookmrks could not be displayed because the file "places.sqlite" was being used by another program. cant add delete or change and nothing appears on the bookmark toolbar.
