I used my current email provider's (WOWWAY) export option that downloads all my emails, folders and address book data into a single .TGZ file (303MB). I researched what a .TGZ file is....A file with the TGZ or GZ file extension is a GZIP Compressed Tar Archive file. They're made up of files that have been placed in a TAR archive and then compressed using Gzip, and that TGZ and GZ files can be opened with most popular zip/unzip programs. My question is how to get my data from the .TGZ file into my Thunderbird data.

The wrapper is rather less important than the contents. What's inside this compressed archive?

Thunderbird has tools to import mbox and eml files.

What is inside the .TGZ file is all my emails, my folders and my address book data from wowway.com email acct. I have not opened this .TGZ file yet because I'm not sure what program I should use to do it. I am assuming that the Thunderbird tools to import mbox and eml files will only work if the data to import is from mbox or eml.
