After clicking "run" I do not get the setup wizard; I get a firefox setup stub 26.exe file in my downloads folder...?

After opening the stub file I get a message asking if I want to allow the following program to make changes to this computer. After clicking "YES" the message window closes, a smaller message window flashes on and off, followed by nothing...

I tried this and nothing happens when I click on the language. I had the program on mu CPU for years and I had to uninstall it 2 days ago and now it will not let me put it back on. HELP
