When I check history I see the error "download file moved or missing".

Trying to get a pdf file, multiple windows start opening without downloading the file. This happens on ALL pdf files. Even ones that were previously downloaded.

Sounds like corrupted FF.

Since where was the last pdf opened worked without problem?

if you use windows defender disable it.
