Make sure you have all DoD certificates installed properly in the Firefox Certificate Manager under Authorities.

hi, due to the critical part such certificate authorities play for a secure internet, there are high bars for root certificates to be included in mozilla products by default: https://www.mozilla.org/en-US/about/governance/policies/security-group/certs/policy/
