"Accept cookies from sites / ask me every time" is not working in 29.0.1

I've just updated to 29.0.1. My cookie privacy settings are unchanged -- but now "ask me every time" does not work. My settings are "Accept cookies from site" and "Keep until: ask me every time" both checked, and third-party cookies "Never". Example: I delete ALL my cookies, link to a website that requires them, and look at my cookies list: The list now has cookies for that site. The dialog box that asked if I want the cookie is GONE. I've looked at "about.config / network.cookie and I see "network.cookie.cookieBehavior, user set, integer , 1" as it should be. There is NO property that records my choice for "ask me every time". Bug or design change?

I discovered a fix: I did a complete uninstall of Firefox, deleting profiles and all (after saving my cookies to HTML!). Reinstalled 29.0.1 and now the dialog box asking if I want the cookie is BACK. So all is well.
