Master Password dialog is delayed

In FF 368 when I open I am not interrogated for my MP immediately ... but I'd like to be. Instead, the dialog box prompting me to enter my MP appears at random delays of 30sec to 5min, and unexpectedly so: often I'm entering text or data and end up entering inadvertently into the MP dialog. How can I get FF to ask for my Master Password promptly?

My build is 368 but this occurs in many builds. Win 7 64bit
