Anyone else out there experiencing problems with encryption with TB 91? We are seeing issues with not being able to read encrypted emails after sending one and perhaps disappearing certificates. I've filed https://bugzilla.mozilla.org/show_bug.cgi?id=1726442 as well.

there is an encryption mailing list here. https://thunderbird.topicbox.com/groups/e2ee

As you have already determined this to be a bug there is nothing anyone in support or even the mailing list can do for you really. I suggest you await triage of your bug.

Just to pass along information from the bug - the issue happens when a user's S/MIME certificate/key was imported into the Windows Certificate Store. This appears to take precedence over the TB certificate store and then just does not work. We have decided to set security.osclientcerts.autoload to false for now to work around it.
