Can't resize in normal mode anymore
I cannot resize Firefox in normal mode anymore. I'm running Firefox 72.0.1 on Windows 10 1903. Things I have tried:
Restarted Firefox in Safe Mode-works
Did a Firefox Refresh-doesn't work
Uninstalled all of my Extensions-doesn't work
Uninstalled Firefox(twice) using 3rd party uninstallers-doesn't work
Did a restore point(twice)-doesn't work
Updated my graphics drivers(Nvidia)-doesn't work
Checked on Windows updates, there were none waiting
Restored OS image from the 2nd to computer-doesn't work

OK First, go back into about:profiles and make sure that your original default profile is Set As Default.
Is this happening with other windows? Like other browsers? Now, it sounds like a Windows issue.
(I have some hickity graphics issues going on and I think it's due to a recent MS Office update)

Hi swingarm, Are you using a script (userChrome or userContent) ? Safe Mode also ignores those.
Nope.
Try this: Go to Menu -> Help -> Troubleshooting Information under Application Basics, next to Profile Folder click the Open folder button.
Close Firefox.
In your Profile window, scroll all the way down to the bottom. Move the file xulstore.json to your desktop.
Close that window and launch Firefox.
(Your Bookmarks Toolbar will be turned off and maybe a few other settings.)
Well it worked but just once but only for a small distance and now it's back to not working.
Try creating a "Test" Profile:
Type (or paste) about:profiles in the address bar and press Enter. You will see at least one Profile which says: Profile: Default User (or default-release) - This is the profile in use and it cannot be deleted. That is the Profile with all of your data. Just above that, click Create A New Profile. A Profile Wizard will open. Go through the steps naming the Profile anything that you want, like Jan2020. Below the new profile click Launch Profile In New Browser
See if you can re-size the new profile window.

Yeah, it seems more of a Windows problem because Opera is doing it also plus just like you I have some other little display glitches going on although to my knowledge I haven't installed any Office updates lately.
I've got an older Office 2013 and the update came down on the 10th. The problem with Office updates is that you can't uninstall them. You need to leap through hoops and roll back a version.
Maybe if you try Windows Safe Mode to rule out some other things, like security software
