trying to open attachment but is using the administrator's file system not the users
new install of Thurnderbird 68.3.0 and when regular user gets an email with an attachement, Thurnderbird tries to use c:\users\administrator\AppData\Local\temp instead of the users c:\username\AppData\Local\temp where the user has access. How can this be fixed?

See if updating to 68.4.1 fixes this. From the release notes:
"Attachments with one or more spaces in their names couldn't be opened under some circumstances."
