Just trying to clarify what is happening:

You set up a new account, could not set the desired email address as a secondary address, but found that the primary email address was the primary email address when you then closed the account.

You have then set up a second account with the primary address as the primary address and could not set the secondary address as desired..?

You do not need to set the secondary email address to be able to use Firefox Sync or create recovery codes.

It is likely that someone else (quite possibly with a typographical error) has already used your desired secondary email address in their own Firefox Account.
