Can't restore previous sessions even though checked Restore previous sessions

I want to restore previous sessions but not save Browsing & Download History, Form & Search History, Cache and Offline Website Data. So in Settings > Privacy & Security > History > Settings for Clearing History, i ticked those options. I also made sure in about:config that "privacy.clearOnShutdown.sessions" is false.

But every time i close Firefox and relaunch it, it opens up a new tab rather than restoring. I checked the "sessionstore-backups" folder in my profile folder and indeed every time i closed Firefox, the folder deletes itself. I realised if i put "privacy.clearOnShutdown.history" as false the browser restores, but i only want the ability restore previous sessions without storing any history.

Sorry, but the way Firefox is designed, session history is cleared when you clear browsing history.

The "privacy.clearOnShutdown.sessions" preference relates to old-fashioned "basic authentication" sessions (called "Active Logins" in the dialog).

You could consider using an extension to store your current set of tabs independently of Firefox's built-in feature. These are the ones I'm aware of that you might investigate/try out (I don't use them myself):
