slow to begin download
This didn't happen several weeks ago. Doesn't happen on other browsers. I download a file, and it hangs for several minutes at 100% CPU regardless if I save or open the file. I believe this is even before the download begins.

What is the site and how big is the file? Unless another user can test the download no one is going to know where the problem is coming from?
This is on Linux and not Windows as you use WestEnd.

This describes my issue. It looks like the advice in the bug tracker is to wait. Is there any value in me reporting in the open bug that this affects me also?
I confirm the issue seems to be resolved by doing the following workaround:
firejail --noprofile firefox

You can vote for a bug to show your interest in getting this fixed (you need to register on the site).
You shouldn't add "me too" type posts to bug reports as this will get a lot of people receive an email and is considered bug spam.
Issue seems to be resolved with Firefox 65.0.
