Im using Windows 7, and when I download files using the Windows account "Guest", the files download into the Admin's downloads. And when I open the Downloads Library (Ctrl + J), I can open the file, but I can't open the location (because it's in a separate password-protected account). How do I fix this?

I dont want people using my Guest account to be able to access files in my password-protected account; among other problems with this.

Hmm, that's confusing. Different Windows users should have completely separate profile folders pointing to their own special Windows folders.

If all instances of Firefox in all accounts are shut down, and you start up in the guest account, does it seem to have its own profile, i.e., it doesn't look at all customized like your profile?

The reason I mention all instances of Firefox being shut down is Firefox requires a special start-up switch to run multiple instances of itself and in their absence, may simply open a new window in the existing session. But I have never tested this (I always disable the Guest account).

Did you check the download settings on the about:preferences page?

I don't think I was logged into my regular account at all at that time, only the Guest. I turned off the computer after my original post, so I can't verify this.

And when I looked at the preferences, it said "Saves Files to: Download", but it was somehow the Admin's Download folder.

Weird. I started the computer now, and it all seems to be working fine. In fact, all of the downloads that I downloaded in the last few days are now gone from the Downloads list. Its almost as if Guest and Admin were sharing a Firefox profile.
