I need to change my primary email because I no longer have access to the current account. When I try to add a new email it sends a verification code to the old email that I no longer have access to. Can I somehow keep all of my bookmarks and add an email or do I have to create a whole new account?

If you do not have access to the primary email account and thus can't confirm an email then you are out of luck and you need to create a new account with a different email address.

If you still have your personal data on at least one connected account then this shouldn't be a problem. Note that Sync isn't designed to be used as a backup, but is merely meant to sync data between connected devices.
