I have a few email account. One of them is not active any more. All my emails are stored on my local machine and accessible. But I keep getting repeated messages whenever I access them, asking me to connect to server.

How can I turn this account into a local account?

I think you can probably just drag the account folders into the Local Folders section in the list of accounts. Personally, however, I would be cautious about doing that because of the risk of corrupting or losing messages. I would create new folders in the Local Folders section, then copy the messages into them, and only then (when I'm sure it's all working OK) delete the messages from the inactive account.
