Uninstall Endless Loop - Cannot Solve

Long story, but my biz partner had Thunderbird installed and we moved our company email over to Gmail. For some reason, Thunderbird would NOT stop trying to connect to our previous IMAP/SMTP settings. We finally just decided to delete the entire program and start over.

We did as instructed and used the Windows 10 uninstall feature which launched the Thunderbird uninstaller program. The program was uninstalled and we were asked to reboot. We did and then when we tried to install the program again we would get to a window saying that "the uninstall did not complete and we needed to reboot."

After 4 reboots we still cannot get past that screen and are unable to install a fresh Thunderbird. We've gone back to the system settings and do not see any Thunderbird app to delete.

So....we are out of ideas. We are in this endless loop of an uninstall that won't complete, so we cannot install a new version.

Any ideas???
