Why do all your Windows DL links give 38.5 instead of 45.1?
Accessed via Windows 7, the download link at https://www.mozilla.org/en-US/thunderbird/, to which your support articles point, incorrectly offers the old version 38.5 instead of the current 45.1. The What's New link properly addresses 45.1, but the Systems & Languages page yields mixed results: the OS X & Linus links offer 45.1 but the Windows links, including English (US) offer the outdated 38.5. I couldn't find the correct version anywhere on your site and had to go to another downloads site to find it. What link will always give me the current-version full installer?

Your useragent on you system details on right of post appears to be Windows XP. (NT 5.1) User Agent: Mozilla/5.0 (Windows NT 5.1; WOW64; rv:46.0) Gecko/20100101 Firefox/46.0

I don't know why Firefox thinks this is XP since this PC has Win 7 Home Prem w/SP1 and has run every Thunderbird release to date, including the current 45.1 which, when I found a download site, installed perfectly.
Besides, although I'm not in this case, even if I were running XP on this PC it would be irrelevant, since I regularly download single copies of software updates for updating several PCs. And, although this PC isn't running OS X or LInux, the site had no problem offering me those versions.
I can download elsewhere, but always prefer to download from the official site.
You could be running Firefox in compatibility mode for some reason so check the firefox .exe properties. http://www.sevenforums.com/tutorials/316-compatibility-mode.html
You only get the older versions for Windows (and not Mac or Linux) because the mozilla.org thinks you are using Windows XP and WinXP SP2 users cannot run Firefox 43.0.2 or newer and Thunderbird 38.7.0 or newer due to Microsoft requirement of signing the setups since.
