Pop-ups aren't loading (intentional pop-ups, like for a game)

Whenever a website tries to load a pop-up window, all that pops up is a blank window with an address bar that doesn't do anything. Sometimes I can open these in another tab instead of a new window, but that only works about half the time. I've disabled my pop-up blocker, but that didn't make a difference. This has become a problem because I'm applying to college and a lot of the school websites open a pop-up window with the application or scholarship forms. This only happens on Firefox. When I use IE, the pop-ups work just fine.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of your add-ons is causing your problem (switch to the DEFAULT theme: Tools > Add-ons > Themes).
