I need to disable the Toggle Menu Bar activation hotkey F10. I use the F10 on the keypad as PointerFocus Spotlight hotkey. However, every time I hit F10, it brings up the Menu bar, which means I have to stop and hit F10 again or hit ESC. This is quite frustrating and slows me down immensely when completing my homework.

Unfortunately there's no option to turn off the toggling, but there is an option to keep it shown permanently.

If you have the Menu Bar showing all the time, the F10 will be disabled and hitting it won't reveal the Menu Bar'. Use Show/Hide Toolbars to have the Menu Bar always show in Firefox.
