Getting an error when attempting to send a message using outlook.com

Here is the error message I am getting when I attempt to send a message from an outlook.com e-mail address.

I also have a hotmail.com e-mail address & there are no issues with sending from it.

The mail server responded: 5.2.0 STOREDRV.Submission.Exception:OutboundSpamException; Failed to process message due to a permanent exception with message WASCL UserAction verdict is not None. Actual verdict is HipSend, ShowTierUpgrade. OutboundSpamException: WASCL UserAction verdict is not None. Actual verdict is HipSend, ShowTierUpgrade. I was able to correct this issue. Your (outlook.com) profile needs to be completely updated before you can send e-mail via Thunderbird.
