How can I get text to reflow when zooming in or out using CTRL/mousewheel ?

I use CTRL and my mousewheel together to zoom in and out of pages when I need to make text larger. But the text does not reflow, so that constant horizontal back and forth movement is necessary to read each line.

You may want to try zooming only the text and leaving the layout fixed. To try that, use

View > Zoom > Zoom Text Only

(A checkmark should appear after you select it.)

Does that work better?

There also are some add-ons for the visually impaired that give you more control over the page. I haven't tried any of them myself, but you can search using

Tools > Add-ons > Get Add-ons
