Beginning with 3.5.3 and continuing with 3.6 and latest Ubuntu, the scroll wheel moves a website up and down, but the Page UP and Page Down keyboard commands do not work. After hitting key a second time, it jumps to the bottom of the page and the Up key takes it back up to the top. Also, a black flashing rectangle appears on the left side of the page. This will disappear when a blank space on the site is clicked. I thought installing the latest Ubuntu update and the latest Firefox might solve the problem, but it persists. Any thoughts appreciated.

I saw the F7 suggestion when I googled the problem but it didn;t work, or worked temporarily. Glad to see I'm not alone...and that it's possibly a Mozilla problem...look forward to a solution...

Wow, I can't believe the solution was this simple! I have been having this problem for a while and thought it was some addon's fault.

In Firefox 3.6 and later versions you can disable the F7 shortcut that toggles caret browsing by setting the pref accessibility.browsewithcaret_shortcut.enabled to false if you do not want to use that feature.

I have this problem only in FF 4.0, Chrome and IE don't have these problems for me. Caret browsing did not work.
