Create a Preference?

In Firefox for Android it was suggested that I "create the preference browser.download.dir as a string." I don't know how to do that even in Firefox for Windows. What does it mean, and how do I do it?

Hmm, interesting. Unfortunately, I'm not keeping up with permission changes in new versions of Android...

I did another experiment just now: Unlike Firefox for Android, Chrome (and many other apps like Camera) can easily be set so files go to another location. I set Chrome to save downloads to the SD card, and it does so now (my simple file manager shows them at "/SD Card/Android/data/com.android.chrome/files/Download").

I guess this means that whatever permissions the SD card requires that Firefox does not have, Chrome has. Does this shed any light?
