On a pretty fresh install of FF (now v39) in Windows 7 x64, anytime I try to open/upload/save something from FF the Explorer window opens fully maximized, and cannot be resized. With save, there may be an intermediary window where I have an option to save or open, but then choosing save opens a maximized Explorer window. This doesn't happen with other browsers. Is there a config setting I could check that might fix this issue?

Did you try to open the system menu of that window via Alt+Space?

Try to rename (or delete) the xulstore.json file in the Firefox profile folder.
