General options not staying set
Attempted to modify these settings to solve another issue which is that FF 11.0 now updates itself every single time I open FF. It goes through the add-on check then displays the same "Welcome to FF" tab every single time I start FF.
So, in an attempt to solve this, I changed the general settings to "Show Home Page" and clicked OK, quit and restarted FF only to be presented with the same exact issue. Checking the general options revealed that it changed itself back to "show tabs from last time".
So, I have two problems. The incessant updating and displaying of the welcome tab has happened before, with other versions.

Ok, here's what worked for me:
I cleared my recent history under Options>Privacy. Went to Firefox>Help>Troubleshooting Info>Open Containing Folder.
I renamed the User.JS file.
The constant updating and displaying of the Welcome to FF page has stopped. Just to check my fix, I renamed the User>JS file back and the problem reappeared.

Thanks for the prompt reply. That is the first thing at which I looked. There was no problem there, the Mozilla page was not set. The next thing I tried was to reset all preferences, which did not work either. Curiously, when going to the User.js file through troubleshooting info, I saw that the file did not change after resetting it in safe mode. I then renamed it expecting FF to create a new one. That did not happen. My renamed file still exists and there is now no User.js file in my Profiles folder.

It's good to know that the User file overrides the Prefs file.
The only security software I have installed is Advanced System Care and MS Security Essentials so that file may have come from one of these.
