Smooth Scroll not working

I have searched for an answer and all the results come back with "Smooth Scroll" inside Firefox. My problem is with my website. I have windows 10 and when I go to my website using FF, smooth-scroll.js doesn't work where it actually jumps to the anchor tag on the page rather than scroll smoothly. I have tested on several other computers I have in my workshop using vista, Windows 7, Linux and Apple and all scroll smoothly. I have asked several counterparts to have a look as well and they have said it scrolls perfect. My site scrolls smoothly using IE, Edge, Opera, Chrome and Safari and all work perfect. I tried debugging, I have disable and re-enabled hardware acceleration I have tried uninstalling FF and reinstalling with no luck. And I have Windows 10 fully updated.

Sorry for the long explanation but my question is, "Has anyone come across this issue using FF on Windows 10"? I know it's not an FF issue as it works on all other types of computers but perhaps there is a setting I have missed. I love FF and have used it since 2004 but this is driving me mad.

I've recently acquired this same problem when accessing certain websites. Attempting to smooth scroll causes the page to be quite jerky. Can Mozilla issue a patch for this? (Rhetorical question)
