My old computer hard drive failed and could not be recovered. I would like to recover the TB account I had on that old computer for my new computer in order to preserve email accounts. Can this be done?

If your hard drive in the old machine failed and isn't usable then you have to start from scratch. Set up the accounts in Thunderbird again.

There are two types of connection to mail server. If yours were using IMAP then you may have a pleasant surprise in that messages in these accounts should just re-appear.

If you were using the alternative, POP, or had a lot of material stowed away in Local Folders in Thunderbird, then the bad news is that all this has gone. This is the time when you turn to your proverbial backup copy to retrieve a recent copy.
