Setting certs for a default profiles for all Users

My company are currently on Firefox version 45.3.0 ESR and we're trying to have a default profile with a few certs pre-loaded that all new users get when they first launch Firefox for the first time. What we've found searching the web is that we need to create a folder in "C:\Program Files (x86)\Mozilla Firefox\browser\default\Profile" and place all of our cert8.db, key3.db, and secmod.db there. But this isn't working for us. These files settings weren't copying down to the users Profile file.

Once the User launch Firefox for the first time and we copy those files to that User's Firefox profile, the certs would applied. Is there a setting that needs to be set for the default profile to copy down to a new user's profile or is it not possible without a third-party tool?
