I know how to create a shortcut by dragging from the address bar, but Is there an addon that will do this? FoxyTab has this function, but it is buried in the context menu, and the shortcut it creates always initiates a popup asking if you want to run it.

Hi noel_envode, FoxyTab uses Firefox's download function, so because Firefox downloads are marked as coming from the web, that's probably why you get a warning. (Possibly the same issue mentioned to the author: https://github.com/erosman/support/is.../77.)

There might be a way to get rid of that flag after saving the file, but I haven't researched it.

I think this extension might work in a similar way but with a more easily accessible menu item (I haven't tested it myself): https://addons.mozilla.org/firefox/addon/quickcut/

On the larger question, the best way to create the shortcut would be to send a command to Windows to create it. The problem is that this requires a secondary program installation to allow the extension to coordinate the communication. I've thought about trying to program it, but I'm afraid it's a bit beyond my abilities at the moment.

If you downloaded a program from the internet then a zone identifier gets added to the file via an Alternate Data Stream. You can check the Security tab of the program via the right-click context menu to remove this identifier.

I was hoping the was some sort of tweak/reg entry that would nullify it globally.

It's a minor thing really, since you can drag from the address bar anyway, but I have a great custom button that would create the desktop shortcut from one toolbar button left click, or bring up a naming dialog with a right click, with no popup generated when you run it, but it doesn't work in Fx 69. That's what I was hoping for in an addon.
