I wish to open a window that retains my browsing history. My File menu (Mac OS) offers command-N for a new private window; there is no menu choice for opening an ordinary window.

Did you change the settings to always open in PB mode? You should check your settings there.

I've stumbled across the cure for this problem.

Preferences>Privacy & Security>History>"Firefox will REMEMBER HISTORY"

Apparently the default is not remembering history. Once that selection is made, the option in the File menu changes from "New Private Window" to "New Window" and other behavior is as expected.

Did your history setting have PB checked or not?

WestEnd, under "Privacy & Security" settings, the "History" option showed "Firefox will 'never remember history' " so I changed that selection to "remember history" and, after restarting as prompted, the File menu options changed to show non-private browsing as the default window.

I'm returning to Firefox after a long absence and a bit rusty with its feature set. Thanks.

Sounds that you were in permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History). In this mode you can only open a New Private Window and not a regular window.
