How to disable Preferences into Firefox version 60 and above?

I am using firefox version 60 into Ubuntu 16.04. So we are setting proxies into preferences. So the problem is user may change that proxy by opening preferences which is causing issues. So I need to disable preferences so that no one can open preferences and change settings.
