Places Maintenance doesn't do anything at all. Is there no way to get bookmarks back???
No bookmarks in Safe mode. No way to load from html or json files. Places Maintenance sat there and said "Checking integrity..." for over 30 minutes until I finally canceled it which was the only option. CCleaner does not allow me to delete places.sqlite files for some reason. I guess I could uninstall CCleaner to try to delete the files? This all started a few days ago when I did a system restore to approx. 12-20-16 because the desktop was freezing up, cause unknown. I also have defragged and run a full Malwarebytes scan. Now everything is normal and running well except no bookmarks.

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen or hold down the Shift key) to see if that makes it possible to delete places.sqlite.

You can try to create a new profile in case the current profile got corrupted due to the system restore.
Create a new profile to test if your current profile is causing the problem.
See "Creating a profile":

If the new profile works then you can transfer files from a previously used profile to the new profile, but be cautious not to copy corrupted files to avoid carrying over problems.
