Firefox icons in the Windows 7 taskbar

I have a FF icon in the Windows 7 taskbar. When I click on it, a second icon appears with the home page open. Subsequent clicks on the first icon opens tabs which are shown in the second icon. Also if I open a new tab (using the "+" or via a bookmark). The first icon doesn't show the preview of open tabs - second icon again. This didn't happen in FF9
